Between October 2, 1960, and the official publication of this law in 1970, these bodies continued to accept legal filings, conduct proceedings, and issue judicial decisions and decrees. To prevent legal uncertainty and protect affected citizens, this legislation validates all such decisions and filings as if they were lawfully made. It also pauses statutory time limits for filing revisions or enforcing these orders, ensuring litigants maintain their right to legal recourse.
