This Act primarily serves to protect the land rights of specific landholders by exempting them from an older, strict revenue regulation known as Regulation VI of 1831. It applies to farmers, village heads, and service holders who have been granted hereditary or reserved land (service inams) by the state. If the government formally "enfranchises" this property by removing the condition of service, the Act ensures that a simple government-issued title deed or an authenticated record from the Inam Commissioner becomes sufficient proof of ownership. This protects these citizens from being subjected to the heavy-handed revenue and administrative oversight of the Revenue Department (Section 1 & 3).
