Power to affix shaft etc. for ventilation of sewer or cess-pool

The Department may, for the purpose of ventilating any sewer or cees-pool, whether vested in the Department or not, erect upon any premises or affix to the outside of any building, or to any tree, any shaft or pipe as may appear to it to be necessary.
