Matters to be considered when framing schemes

When framing scheme in respect of any area, regard shall be had to-

1. (a) the nature and the conditions of such area and of neighbouring areas as a whole;
2. (b) the several directions in which its expansion appears likely to take place;
3. (c) the likelihood of schemes being framed for other parts of the area; and
4. (d) such other matters as may be prescribed.
