This Act empowers the Rajasthan Government to declare specific regions as "disturbed areas" due to riots, mob violence, or concerns regarding demographic imbalance caused by the coercive clustering of communities. In these areas, the Act strictly regulates the transfer of immovable property to prevent distress sales and maintain social harmony. Property owners must obtain prior written sanction from a competent authority (an officer of at least Sub-Divisional Magistrate rank) before selling or transferring property. The Act also protects tenants by ensuring their right to re-occupy premises if buildings are destroyed during riots. It imposes severe penalties for unauthorized transfers and establishes a framework to manage property disputes and maintain public order.
