Penalty for transfer or closure of a recognised institution without notice and without satisfying the competent authority

Any person who contravences the provisions of section 13 or section 14 or, where any such contravention is committed by an association, every member of the managing committee of such association shall, on conviction, be punished with fine which may extend to one thousand rupees: Provided that such member of the managing committee, who has not participated in it or, who has not agreed upon such decision, shall not be liable to any penalty under this section.
