The Punjab Preservation of Subsoil Water Act, 2009 regulates paddy cultivation timing in Punjab to conserve groundwater resources. It applies to farmers across the state, prohibiting them from sowing paddy nurseries or transplanting paddy crops before specified dates notified by the state government, with exemptions for agricultural research projects and designated waterlogged areas. Authorized officers are empowered to inspect farmland, issue orders to destroy early-sown crops, and carry out destruction at the farmer's expense if non-compliant. Violators face monthly monetary penalties per hectare. This law aims to prevent severe groundwater depletion caused by early summer paddy planting.
