This Act amends the Factories Act, 1948 as it applies to Punjab to update regulations and penalties. It expands the definition of a factory by raising the number of workers required to qualify, from ten to twenty and from twenty to forty. The Act also increases fines for certain violations, raising penalties from seventy-five to one hundred and fifteen rupees and from ten to twenty rupees. Additionally, it introduces a new provision allowing inspectors to settle minor offences through a composition fee, enabling factories to avoid prosecution if they pay the fine before or after a case is filed. It repeals a previous ordinance but keeps its existing actions valid.
