Vacancies not to invalidate proceedings of the Commission

No act or proceedings of the Commission shall be questioned or shall be invalid merely by reason of,- (i) any vacancy or defect in the constitution thereof ; or (ii) any defect in the nomination or co-option of a member; or (iii) any procedural irregularity not affecting the merits of a case.
