(1) The Govenment may by notification delcalm the whoIe or any part of any area adjacent to and within a distance of - (a) eight kilo-mcm on thc outer si& of the boundary danY tawn;or (b) two kilo-meters bn the out& sides of the boundary of any industrial or housing estiireipubljc institution or an ancient and historical monument, spccifiedii such notifica~iion to be a controlled +ea for ihe purposes of this Acl.
