The Punjab Public Moneys (Recovery of Dues) Act, 1983 provides a fast-track procedure for the Punjab state government, public sector financial corporations, government companies, and specified banks to recover outstanding loans, grants, and financial assistance. When a borrower or beneficiary defaults under a state-sponsored scheme, government agreement, or loan contract, the designated authority can issue a recovery certificate directly to the District Collector. The Collector then recovers the debt using the statutory powers meant for collecting arrears of land revenue, including attaching and selling pledged or mortgaged properties. For citizens and small business owners, this Act means public money borrowed for industrial, agricultural, or vocational projects must be repaid strictly according to contract terms, as default empowers the government to bypass lengthy civil court trials.
