Power to make rules.

(1) The State Government may, subject to the condition of previous publication, make rules for the purpose of carrying out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters, namely: - (a) for prescribing qualifications for appointing or recognizing a person as Public Analyst under sub-section (1) of Section 8; (b) for prescribing functions to be performed by the local authority under clause (g) of Section 9; (c) for prescribing procedure and safeguards to be complied with under sub-section (2) of Section 10; and (d) any other matter, which is required to be prescribed by or under this Act. (3) Every rule made under this Act shall be laid, as soon as may be, after it is made before the House of the State Legislature,
