Confirmation and publication of bye-laws.—

1. (1) No bye-law made under [sections 17 and 18] shall come into force until six weeks after it has been confirmed by the [State Government] and published in the [Official Gazette].
2. (2) The [State Government] may cancel its confirmation of any such bye-law and thereupon the bye-law shall cease to have effect.
