The Punjab Land Record (State Service Class III) Rules, 1976
1. Short title and extent
(i) These rules may be called the Punjab Land Record (State Service Class III) Rules, 1976. (ii) They shall apply to the posts specified in the Appendix to these rules.
2. Definitions
In these rules, unless the context otherwise requires,— (a) “Government” means the Punjab Government in the Department of Revenue; (b) “Service” means the Punjab Land Record (State Service Class III) Service, constituted under rule 3 of these rules;
3. Number and character of posts
The Service shall comprise the posts shown in the Appendix to these rules: Provided that nothing in these rules shall affect the inherent right of the Government to add to or reduce the number of such posts or to create new posts with different designations and scales of pay, whether permanently or temporarily.
10. Discipline, penalties and appeals
(1) In matters relating to discipline, punishment and appeals, members of the Service shall be governed by the Punjab Civil Services (Punishment and Appeal) Rules, 1970, as amended from time to time. (2) The authority empowered to impose penalties specified in rule 5 of the Punjab Civil Services (Punishment and Appeal) Rules, 1970, and the appellate authority thereunder shall be as specified in the Appendix to these rules.
12. Departmental Examination
Gair-halaki (non-gazetted) posts and their examination standards: The departmental examination for the posts of Patwari and other concerned personnel shall be conducted as per the prescribed rules. A candidate shall be required to pass the departmental examination within the specified period. Failure to pass the examination may result in the withholding of increments or other disciplinary actions as specified in the service regulations.
13. Qualification for Promotion
Promotion to the posts mentioned in the schedule shall be based on merit and seniority. Candidates must have completed the required years of service in the lower grade and possess the necessary departmental qualifications as stipulated in Appendix 'A'.
14. Seniority of Members of the Service
The seniority of members of the service shall be determined by the length of continuous service on the post, subject to being confirmed in the service. Inter-se seniority of persons appointed on the same date shall be determined according to their relative merit as assigned by the selection committee or as per the guidelines laid down in the rules.
15. Liability to Transfer
A member of the service shall be liable to be transferred at any time to any place within the State of Punjab in the interest of public service. The authorities competent to order such transfers shall have the discretion to post incumbents as per administrative requirements.
16. Discipline, Penalties and Appeals
(1) In matters relating to discipline, penalties and appeals, the members of the service shall be governed by the Punjab Civil Services (Punishment and Appeal) Rules, 1970, as amended from time to time. (2) Any member aggrieved by an order passed by the competent authority may prefer an appeal within the period of limitation provided under the statutory rules.
17. Pension and other benefits
Members of the service shall be entitled to pension and other retirement benefits as admissible under the existing Punjab Government rules.
18. Training
Candidates appointed to the service shall be required to undergo such training and for such duration as may be prescribed by the Government from time to time.
19. Repeal and Savings
The Punjab Land Record State Service (Class III) Rules, 1944, are hereby repealed. Notwithstanding such repeal, any appointment made or action taken under the rules so repealed shall be deemed to have been made or taken under these rules, provided such action is not inconsistent with these rules.
Schedule. Schedule of Posts and Pay Scales
The schedule provides the classification of posts including: (i) Field Kanungo (1), (ii) Statistical Assistant (1), (iii) Assistant (1), (iv) Various clerical and field staff. Pay scales are defined for each with specific ranges such as 400-25-500/30-650, 225-15-360/20-500, and 160-10-200/15-400.
