The Punjab Cycle-Rickshaws (Regulation of Licence) Act, 1976 regulates the licensing and operation of cycle-rickshaws in municipal areas across the State of Punjab. Created to eliminate the exploitation of impoverished drivers by middleman landlords, the law mandates that municipal authorities may only grant or renew a cycle-rickshaw licence to an owner who personally plies the vehicle. Exemptions are provided for widows, disabled persons relying on the rickshaw as their primary livelihood, and non-commercial institutions using them for private transportation. Violations carry up to three months of imprisonment and compulsory forfeiture of the vehicle to the State.
