Application of Act

Unless otherwise expressly provided or the context otherwise requires, the provisions of this Act with respect to the construction of enactments, apply—

1. (a) to this Act and all other enactments whether passed before or after the commencement of this Act; and
2. (b) where any such enactment confers upon any authority power to make rules or bye-laws, also to such rules or bye-laws.
