Procedure when defaulter neglects to pay

When the amount due has not been paid pursuant to the terms of the demand, and no arrangement for securing the same has been entered into to the satisfaction of the Collector, or other officer empowered by him in this behalf, he shall proceed to recover the arrear by the attachment and sale of the defaulter’s land in the manner hereinafter contained.
