Delegation of powers.

The Government may, by notification in the Official Gazette, delegate to any officer all or any of the powers conferred on it by this Act, except the power to make rules under section 16, and any power so delegated shall be exercised by that officer subject to such restrictions and conditions as may be specified in the notification.
