This Act simplifies the process for Micro, Small, and Medium Enterprises (MSMEs) to begin operations in the Union territory of Puducherry. Instead of waiting for various government clearances, an entrepreneur can file a "declaration of intent" with the Puducherry Industrial Guidance Bureau. Upon filing, they receive an Acknowledgment Certificate, which serves as a temporary approval for three years. This allows businesses to start immediately while they work on obtaining permanent licenses. It protects new businesses from inspections during this three-year window, provided they commit to safety and environmental standards. It essentially balances regulatory compliance with the need for faster business setup.
