The Odisha Panchayat Samitis (Postponement of Elections) Act, 1990
The Orissa Panchayat Samitis (Postponement of Elections) Act, 1990 temporarily delayed the elections for local block-level governing councils, known as Panchayat Samitis, across the state of Odisha. To prevent administrative disruption during this postponement, the law mandated that new elections for all councils and their chairpersons be completed by January 31, 1992. In the interim, the statutory powers and daily administrative duties of every Panchayat Samiti were transferred to the government-appointed Sub-Collector of the respective block. This legislation primarily affected rural voters and local elected officials by ensuring continuous governance under civil administration while local elections were suspended.
