The Odisha Communal Forest and Private Lands (Prohibition of Alienation) Act, 1948
The Orissa Communal, Forest and Private Lands (Prohibition of Alienation) Act, 1948 safeguards village common lands, forests, and private agricultural tracts across Odisha from unauthorized transfer, sale, or conversion by landlords. The law prohibits landlords from selling, mortgaging, leasing, assigning, or converting communal or forest lands into raiyati (tenant) holdings without prior approval from the Collector. Short-term private land leases up to two years are permitted without prior approval. Any unauthorized transfer executed on or after 1 April 1946 is declared legally void, protecting common village resources such as grazing grounds while protecting verified transfers made to charitable institutions or good-faith purchasers before 30 November 1947.
