The Orissa Municipal Councils (Postponement of Elections) Act, 1985 is a state law that temporarily deferred general elections for certain local municipal councils and notified area councils in Orissa. Applying to specified local governing bodies and the residents within their jurisdictions, the Act officially cancelled all active election proceedings, except for the delimitation of wards and reservation of seats for Scheduled Castes and Scheduled Tribes. To ensure continuous local governance during this delay, the law empowered designated individuals or bodies to exercise the full administrative powers and duties of the councils and their chairmen until new elections were held.
