The Orissa Land Revenue (Abolition) Act, 1978 abolishes the payment of land revenue for farmers, tenants, and small-scale business owners in Orissa who hold state land directly for agriculture, horticulture, fish farming, or rural small-scale industries outside municipal limits. Applicable throughout Orissa with retroactive effect from April 1, 1977, the Act mandates that any excess land revenue paid after this date be adjusted against other government dues or refunded to the tenant upon application. It also defines temporary surcharges for pre-1945 land settlements until revised survey settlements apply.
