This amendment to mineral auction regulations aims to prioritize end-user industries over traders in national e-auctions for minerals, particularly bauxite. The Act establishes that 70% of saleable bauxite stock should be allocated for long-term linkage to state-based end-users, while 30% will be sold through six-monthly national e-auctions for price discovery. The weighted average price from these auctions becomes the long-term linkage price. Floor prices are set at production costs plus 50% profit margin. State-based end-user plants with long-term linkage can also participate in auctions. This policy ensures minerals reach actual end-users rather than traders, promotes fair pricing, and supports local industries by securing consistent mineral supplies.
