This law gives the Nagaland government the authority to move government employees to positions outside their usual rank or pay scale, known as ex-cadre posts. It allows this transfer only if the new job is not lower in status or pay than their current substantive post. The government can do this with the employee's permission or after getting approval from a special board of senior officials. The Act also allows the state to make rules to handle this process and provides a way to resolve any legal issues that might arise, ensuring the order is later reviewed by the state assembly.
