Exercises of powers delegated by the Board to Committees

All matters relating to exercise ol powers conferred Upon the Board by this Act, which are by regulations delegated to any committee Appointed under section 21, shall stand referred to that committee and the Board before exercising such powers, shall receive and consider the report or recommendation of the committee with respect to the matter in question.
