This amendment Act modifies Mizoram's land acquisition framework to streamline how the state government acquires private land for public projects. It applies to landholders, local communities, and government authorities across Mizoram. The law allows the government to acquire land directly through negotiated purchases with property owners, provided the agreed terms explicitly cover all property costs and clarify any rehabilitation and resettlement rights. Additionally, sale deeds from such negotiated acquisitions are exempt from mandatory registration under the Registration Act. Crucially, the amendment allows the government to bypass lengthy social impact assessment studies when acquiring land through direct negotiation with waived rehabilitation claims or during urgent situations.
