The Meghalaya Town and Country Planning (Amendment) Act, 2004
This Act amends urban planning legislation in Meghalaya to establish structured Town and Country Planning Schemes for organized regional development. It applies to landowners, local traditional tribal institutions, community representatives, and state urban development authorities. The law introduces Local Area Committees and designated officers to design and implement localized planning projects covering housing, infrastructure, open spaces, and environmental conservation. Importantly, it balances modern infrastructure needs with tribal land rights by institutionalizing community participation and introducing Tradeable Development Rights and alternative compensation models for public land acquisition. This ensures structured growth while respecting local governance and land tenure traditions.
