This Act amends the 1971 law governing local self-governance in the autonomous hill regions of Manipur. It updates key administrative structures by extending authority to the Additional Deputy Commissioner for the Sadar Hill Areas and modernizes official definitions for designated hill areas and their governing committees. Additionally, it expands the numerical representation in District Councils from eighteen to twenty-four members. Crucially, it establishes an independent State Election Commission, led by a Governor-appointed Commissioner, to oversee the preparation of voter lists and manage District Council elections, ensuring timely management of casual vacancies and strengthening local democratic representation.
