The Manipur (Hill Areas) District Councils (Second Amendment) Act, 2006
This Act regulates local governance and land management in the hill areas of Manipur, applying to District Councils, administrators, and residents. It empowers District Councils to plan and execute development projects within their urban areas. Crucially, it prevents Deputy Commissioners from leasing, transferring, or allotting local land, except for public purposes, unless approved by a two-thirds majority vote of the District Council.
