This 1977 Act was a temporary legislative measure enacted by the Maharashtra State Government to manage election logistics. Because the state was preparing for major elections to the State Legislative Assembly, Zilla Parishads, and Panchayat Samitis, the government decided to postpone local village panchayat elections. This law effectively paused all general and by-elections for village panchayats until May 31, 1978. To ensure continuity of local governance, it automatically extended the terms of existing panchayat members and administrators. It provided legal certainty by validating all official actions taken by these extended officeholders during this interim period.
