This Act was enacted to create legal uniformity in prison administration across the newly reorganized State of Bombay. Following the States Reorganisation Act of 1956, the state incorporated diverse regions like Hyderabad, Saurashtra, and Vidarbha, each previously governed by different prison laws. This Act repealed those disparate regional laws and extended the central Prisons Act, 1894, and the Civil Jails Act, 1874, to the entire state. It also introduced modern administrative changes, such as defining the parole system, allowing for the appointment of Deputy Inspectors-General of Prisons, and establishing clear criminal penalties for prisoners who violate the conditions of their parole or furlough.
