The members who shall so retire shall be selected by lot at such time previous to the first day of March 1979 and in such manner as the Chairman of that Committee may determine.

Application of principal Act Except as otherwise provided by or under this Act, the provisions of the principal Act shall apply mutatis mutandis in respect of any matter contained in this Act or any matter connected therewith.
