Applying to these traditional privilege holders in the Ratnagiri district, the law permanently extinguishes these feudal trade privileges. It matters because it modernizes local commerce by removing customary trade barriers and fees. To ensure fairness, the law compensates the affected holders with a payment equal to three times their average annual earnings from the previous three years, allowing them to appeal the valuation decisions to a revenue tribunal.
