Cattle not to be kept in urban areas without licence.

After the expiry of a period of three months from the date on which this Act comes into force in any urban area or part thereof, no person shall keep or cause to be kept or permit the keeping of any without cattle in that area or part, except under and in accordance with the conditions of a licence granted to him under this Act.
