Cognizance of offences

(1) No Court shall take cognizance of an offence under this Act except with the previous sanction or on the complaint of the Inspector-General or any other Police Officer (not below the rank of Commandant or Deputy Commandant) authorised by him in this behalf. (2) No Court inferior to that Magistrate of the First Class shall try any offence under this Act.
