This law officially ends the Pre-Degree Course in the state of Kerala, starting in 1997, to replace it with the standard 10+2 school education system. It gives the government the power to stop universities and colleges from offering this preparatory course and bans the hiring of new teachers for it. An empowered committee will decide which specific colleges must stop the course. The main reason is to improve the quality of higher education by ensuring students move directly into the higher secondary school system instead of taking this intermediate course.
