The Arthapalisa, Jenmibhogam and Karathilchilavu (Abolition) Act, 2007
The Arthapalisa, Jenmibhogam and Karathilchilavu (Abolition) Act, 2007 abolishes long-standing feudal-era allowances, land tax set-offs, and customary payments previously paid by the government to certain traditional landowners known as Jenmies. Applicable to the former Travancore region of Kerala, the law completely extinguishes the government's recurring financial liability to pay these customary dues. In return, it establishes a formal process for Tahsildars to calculate and distribute a final lump-sum cash compensation to eligible claimants, set at twelve times the annual value of the entitlement. This legislation streamlines state revenue administration and ends historic agrarian payment privileges.
