Preliminary investigation

Preliminary investigation.—(1) On receipt of a complaint under section 11, the Commission shall, in a case not falling under section 10, scrutinise the same and shall furnish a copy of the complaint to the public man and also give the complainant and the public man concerned an opportunity of being heard in the matter.

1. (2) The Commission may make such order as to the safe custody of documents relevant to the investigation as it deems fit.
2. (3) The procedure for conducting any such investigation shall be such as the Commission deems appropriate in the circumstances of the case.
