Acts not to be invalidated by irregularity, vacancy etc.

No act done or proceedings taken by the authority shall be invalidated merely on the following reasons—

1. (a) any vacancy or any defect in the constitution of the authority; or
2. (b) any defect or irregularity in the appointment of a person acting as a member of the authority.
