Power of local authority to undertake schemes. No local authority shall without the approval of the Board investigate, prepare or execute any scheme :

Provided that no such approval shall be given by the Board if the cost of the scheme to be undertaken by the local authority exceeds or is likely to exceed Rs. 50,000.
