University and the grantor or donor.

Finance Committee.- (1) The Board shall constitute a Finance Committee consisting of the following members, namely:-

1. (i) The Vice-Chancellor - Chairperson;
2. (ii) The Principal Secretary to Government, Finance Department or his nominee not below the rank of a Deputy Secretary;
3. (iii) The Principal Secretary or Secretary to Government, Horticulture Department his nominee not below the rank of a Deputy Secretary;
4. (iv) One member of the Board of Management nominated by Vice-Chancellor;
5. (v) Registrar;
6. (vi) The Comptroller – Member Secretary.

1. (2) Finance Committee shall have the following functions, namely:-
   • (i) To examine the annual accounts and budget estimates of the University and to advice the Board thereon;
   • (ii) To review the financial position of the University from time to time;
   • (iii) To make recommendations to the Board on all matters relating to the finances of the University;
   • (iv) To make recommendation to the Board on observing utmost economy, bringing out austerity measures and suggesting curbs on wasteful expenditure;
   • (v) To make suitable recommendations to the Board for cost recovery mechanism for both research and teaching to further improve the financial strength of the University. CHAPTER - VII AFFILIATION OF COLLEGES AND RECOGNITION OF INSTITUTIONS
