Court competent to try offences under this Act and cognizance of offences. (1) No court other than the court of Magistrate of the First Class shall take cognizance of any offence under this Act. (2) No court shall take cognizance of an offence other than a cognizable offence under this Act except on a complaint in writing of an officer empowered by the Government in this behalf.
