Recommendation by the Nodal Agencies and the Nodal Department.-The schemes that fulfill the norms laid down in the Act shall be recommended by the Nodal Agency for inclusion in the annual Plan proposals of the departments and aggregated for placing before the State Council for Development of the Scheduled Castes and Scheduled Tribes for consideration and approval as pre-budget process.
