This law applies to government servants in Karnataka, specifically those from Scheduled Castes and Scheduled Tribes, to ensure they receive the seniority they earned in their previous lower posts when they are promoted to higher positions. It mandates that their seniority be calculated based on their length of service in the lower cadre, preventing any loss of status due to reservation policies. The Act also protects seniority already granted from 1978 onwards and requires authorities to review and correct seniority lists to ensure that promotions strictly follow reservation rules and fill backlog vacancies correctly.
