The Jharkhand Green Energy Cess Act, 2021
The Jharkhand Green Energy Cess Act, 2021 introduces a financial levy to support green energy initiatives within the state. By imposing a Green Energy cess on the consumption or generation of power (Section 3), the legislation aims to create a dedicated revenue stream for a Green Energy Fund (Section 6). The law mandates that all of Jharkhand be subject to these provisions (Section 1(2)) and establishes a streamlined mechanism where authorized Collectors or Inspectors are responsible for the collection process (Section 8). For ease of accounting, the law defines a "Unit" as one kilowatt-hour of power consumed or generated in an hour (Section 2(d)). The Act has come into force immediately, signifying an urgent Congressional intent to mobilize resources for the state’s energy future (Section 1(3)).
