This Act lets the Collector in Jammu and Kashmir take possession of vacant land that is not being cultivated and lease it out for cultivation, on payment of compensation to the owner. The land goes back to the owner when the lease ends. Appeals lie to the Commissioner, and civil courts cannot hear these matters.
