This Act aims to ensure agricultural land remains productive by preventing the division of plots into uneconomically small pieces, known as "fragments." It empowers the government to define "standard areas" for profitable farming in specific regions. Once these standards are set, land cannot be partitioned or transferred in a way that creates a fragment. If a fragment already exists, it can only be sold to a tenant or the government, or merged with adjacent land. This law protects the viability of farming by ensuring land holdings remain large enough to support sustainable agricultural output for the state.
