This Act regulates fees for legal practitioners in Jammu and Kashmir State by establishing procedures for engagement agreements and fee settlements. It applies specifically to legal practitioners providing professional services to clients in the region. The legislation allows practitioners to negotiate fees through private agreements with clients and provides the legal right to recover fees owed, either through settlement agreements or standard court cost computations. Importantly, despite being legal professionals, practitioners remain fully liable for negligence in their professional duties. The Act serves to protect the economic interests of legal practitioners while maintaining accountability for proper professional conduct, effectively replacing older provisions of the Legal Practitioners Act 1977 regarding fee arrangements.
