The Jammu and Kashmir Disturbed Areas Act, 1992

This Act empowers the Governor of Jammu and Kashmir to declare any part of the State as a "disturbed area" via notification, which suspends or modifies the application of ordinary laws to restore public order. Parliament has conferred special protection (non-obstante clause) to the State Government and officers acting under it, effectively overriding normal procedural legal constraints during emergencies while allowing trial of offences by the High Court.
